Community Solar
What is Community Solar?
PSE&G, together with the NJ Clean Energy Program, is offering Community Solar pilot program to residential and commercial electric customers in New Jersey. Community solar refers to local solar generation facilities that are shared by multiple community subscribers. This pilot program allows PSE&G customers who are unable to participate in solar programs to receive credit on their electricity bills for their share of the power produced while supporting local, clean energy.
How Does Community Solar Work?
- Customer signs up for the community solar project with a certain subscription percentage and pays a fee to a generator facility.
- As the shared community solar equipment generates electricity, the generator’s meter will register the production per calendar month.
- The electricity generated is distributed to Community Solar residential and business customers who are subscribed with a generator.
- After the generator account is billed, the production usage (in kWh) is distributed to the customers based on their subscriber percentage.
- The allocated kWh is included on the customer’s bill as a Community Solar Credit for Delivery and Supply.
- Any unallocated kWh at the end of the month is banked and used in future months as applicable.
- Any unallocated kWh at the end of 12 months will be credited at the avoided cost of power.

Procedure to Submit Subscriber Application and Information
- Your community solar generator may request 12 months of historical monthly consumption (kWh) and payment assistance status as applicable. In order to receive this information, subscribers* must provide a signed Letter of Authorization (LOA) Form. (*Note: Subscribers only need to fill out the top portion of LOA)
- Residential and Commercial bill samples.
Frequently Asked Questions (FAQs) – Community Solar Subscribers
- Who can participate in the PSE&G Community Solar pilot program?
- The Community Solar Pilot Program is for both residential and business subscribers. To participate, you must be a PSE&G electric customer.
- How much solar energy am I allowed to use?
- Subscribers will pay for an allotted percentage of solar energy generated at a community solar generator facility. A subscriber’s annual usage must not exceed that of their community solar share’s expected annual generation.
- Will I still receive a monthly PSE&G electric bill?
- Yes; there will be a new section on your bill that will display Community Solar Supply & Delivery credits (please see Residential and Commercial bill samples).
- What amount will be credited on my bill?
- Depending on the customer’s subscriber percentage and community solar pricing (which is directly tied to the PSE&G electric tariff), the subscriber will be credited based on the amount of their allocated usage of solar energy. Community Solar Subscriber credits are the inverse (negative number) of your distribution and Basic Generation Service supply rates. Credits are not applied against non-bypassable distribution charges (Zero Emissions Certificate Recovery Charge, Societal Benefits Charge, Market Transition Charge, and Transition Bond Charge), Demand, or Capacity and Transmission obligation charges. - What if I do not utilize all of my allocated community solar energy?
- Any unallocated kWh at the end of the month can be banked and used in future months. Any unallocated kWh at the end of 12 months will be credited at the avoided cost of power.
- Can I subscribe to more than one community solar program?
- No, per the Community Solar Rules regulations a customer can only subscribe to one community solar project.
- Can I be enrolled in the Equal Payment Plan and still receive Community Solar credits?
- Yes, you can be enrolled in the Equal Payment Plan and be a Community Solar subscriber.
- Can I be enrolled with Third Party Supplier and receive Community Solar credits?
- Yes, as a PSE&G customer you have the right to have any Third Party Supplier supply your electricity. Each month as a subscriber you will still receive the monthly Community Solar credits based on your usage and allocated credits. The supply credit is provided based on Basic Generation Service.

Procedure to Submit Generator Application and Information
- If you are ready to apply to PSE&G’s Community Solar pilot program as a generator, please complete the Interconnection Application and Agreement Form.
- In order to request 12 months of historical monthly consumption (kWh) for subscribers, the generator* must provide a signed copy of the Letter of Authorization.
(*Note: generators must submit a completed Letter of Authorization with all sections completed, including approval from the customer of record, in order to receive usage information). - Generators are responsible for uploading subscriber usage using the Community Solar Energy Generation Facility Information Spreadsheet.
- Each month, the generator will upload this spreadsheet to their MyAccount page.
Frequently Asked Questions – Generators
- How can generators apply?
- Visit the NJ Clean Energy Program website and complete a registration.
- What happens to the CSEG energy if the generator facility is not fully subscribed?
- If not fully subscribed, the CSEG can bank the unsubscribed percentage of allocated kWh. This unallocated kWh can be allocated to other subscribers or credited to the CSEG during annual true up.
- If not fully subscribed, the CSEG facility must fill out the second tab on the monthly form.
- What happens to the generator’s “banked” allocation?
- Generator facilities can hold their banked kWh for 12 months and receive a credit for any banked kWh at avoided cost of power.
- Generator facilities can also allocate any banked kWh to their subscribers by completing the monthly generator form.
- Is there a minimum number of subscribers a generator facility must have?
- Generators must have a minimum of 10 subscribers in order to participate, and no more than 250 subscribers per one MW installed.
- Where can the CSEG submit their subscriber list prior to the CSEG being in production?
- The CSEG can submit the list by emailing: PSEG-CommunitySolar@pseg.com
- Will the generator facility receive a monthly PSE&G bill?
- Generators will receive a bill for the consumption at the facility. All generated kWh will be allocated to subscribers.
